Rescued 70 Deaf Chinese From Human Trafficking

Shanghaidaily.com - 360 arrested for enticing deaf-mutes to commit crime in China.

BEIJING, March 12 (Xinhua) - Chinese police have arrested 360 suspects for their involvement in enticing deaf-mute to engage in robbery or burglary, the Ministry of Public Security (MPS) said on Tuesday.

Police in 21 provincial regions have uprooted 61 such criminal gangs and rescued 70 Deaf people during a recent joint campaign, according to a statement released by the MPS.

The suspects deceived the students from Deaf schools via social networks on the pretext of offering job opportunities or going traveling, when in fact the purpose of the approach was to force them to commit crimes such as robbery or burglary, the statement said.

Yang Erdu, a most-wanted suspect, together with other prime suspects, was captured by police during the campaign, according to the statement.

China issued an action plan for fighting human trafficking (2013-2020) last week, urging greater measures to crack down on abduction-related crimes and appropriately relocate the victims of human trafficking. SOURCE: http://www.shanghaidaily.com/article/article_xinhua.asp?id=130458

Single Bullet Kills Deaf Man

DURBAN - Single bullet kills Deaf man. Deaf couple Navin and Jessica Ragbeer, both aged 37, had known each other since their school days and no one was surprised when they married 12 years ago. They were inseparable, said Premmie Tholsi, Jessica’s mother.

But in the early hours of Thursday their loving marriage came to a tragic end at their Phoenix home when Navin was shot and killed by an intruder.

With blood oozing from his wound and paramedics still to arrive, Jessica prayed fervently for Navin as he lay helpless and dying on their veranda floor, but help came too late. “Why, why him?” asked Jessica.

Tholsi related her grief-stricken daughter’s anguish when the Sunday Tribune called at the family’s home. Jessica is a teacher at the St Martin’s School for the Deaf, physically and mentally challenged in Port Shepstone.

Navin was an administrative worker at the VN Naik School for the Deaf in Newlands. Three intruders surprised the Ragbeers, who live with Tholsi in her modest home, just as Navin was about to drive Jessica to Durban station to catch a bus to work. All the intruders took were a flat-screen TV and Jessica’s handbag with her cellphone and a small amount of cash.

Police spokesman Captain Thulani Zwane confirmed that Navin was pronounced dead at the home in Phoenix after sustaining a single gunshot wound to the chest. Read more: http://www.iol.co.za/news/crime-courts/single-bullet-kills-deaf-man-1.1437894#.UMUWx3qS-So

Deaf Police Officers Fight Crime

OAXACA, MX. – Deaf police officers fight crime in Oaxaca. The officers, known as ‘Angels of Silence,’ contribute to keeping the city safe with their heightened vision and ability to read lips.

The 230 surveillance cameras that monitor the streets of the historic downtown area of Oaxaca – a southeastern city that was declared a UNESCO World Heritage Site in 1987 – are watched by Deaf police officers who maintain a close eye.

The Oaxaca Police’s Command and Communication Control Center (C4) was reopened in May after chronic maintenance problems had kept it closed for six years. But since the surveillance cameras do not have microphones, the authorities had been unable to determine what was being said by suspected criminals.

So officials turned to State Association for the Deaf to provide personnel with a keen sense of sight and ability to read lips, said Ignacio Villalobos Carranza, deputy secretary for Information and Institutional Development at the Public Safety Secretariat of Oaxaca.

The move has enabled the C4’s Deaf police officers to help prevent crime and assist officers on the streets to apprehend suspects, making the downtown area – a major tourism attraction – safer.

“The first advantage the [Deaf police officers] provide is that they can read lips,” Villalobos Carranza said. “The second advantage is because the Deaf police officers have developed an acute sense of sight – they can see better than most people.”... Deaf Woman Assaulted

ARLINGTON, VA. (WUSA) - We're learning about a disturbing sexual assault that took place in Arlington over the weekend.

The victim's disability created an unusual challenge for investigators.

Police say the victim in this case is a woman in her 20s who is Deaf and does not know American Sign Language. So investigators had to write down their questions for the traumatized woman and wait for her to write out her answers.

"She was dropped off by a cab at the Rosslyn Metro station, where she went underground to catch a Metro back to her residence in Alexandria," said Dustin Sternbeck, spokesman for the Arlington County Police.

In the early hours of last Saturday morning, the victim was returning to Virginia after a night out in District of Columbia.

"Upon learning that the Metro wasn't going to arrive in a short amount of time, she resurfaced to street level, attempted to find a cab again drive her back to her residence, and was grabbed and pulled into an alley by the suspect," said Sternbeck.

The Deaf victim was especially vulnerable at a time of day with few witnesses or people to come to her aid. But police say she put up quite a fight. Read more: http://www.9news.com/news/world/290300/347/Deaf-mute-woman-victimized-in-Arlington-sex-assault

Deaf Police To Monitor Security Cameras

OAXACA, MEXICO (BBC) - The Oaxaca government has invested 56 million pesos ($4.4 million) to place at least about 230 security video cameras in the downtown historic city of Oaxaca and the suburbs that are monitored by deaf and speech impaired police. The camcorders are 15 meters (49 feet) high and can reach various points simultaneously with an infrared camera. Ignacio Villalobos Carranza, Deputy Secretary for the Ministry of Public Security of Oaxaca, said most of the monitoring of the 230 cameras is done by law enforcement officials that are hearing or speech impaired. He noted these police officers have a very strong deaf and visual sense and can better detect what is happening in different places where the cameras are located; they can often remotely read the conversations of people, to the benefit of this security system that operates 24 hours a day. Spanish-language video from BBC Mundo

------------------------------------------------------------------------------------

Deaf police to monitor security cameras in Mexico - The ability to lip read conversations is a fantastic advantage, but the project raises the question of whether deaf people would actually be better at security monitoring in general. As far as I know, there are no studies comparing hearing and deaf people on specific monitoring tasks but there is evidence that deaf people have certain advantages in visual attention. This isn’t vision in general, such as having sharper visual acuity – where there seems to be no difference, but there is good evidence that deaf people are better at noticing things in the periphery of vision and detecting movement. This potentially makes them perfect for the job and likely better than their hearing colleagues. So the project turns out to be a targeted way not of recruiting ‘disabled people’ into the workforce, but of recruiting the ‘superable’. In fact, turning the whole idea of disability on its head. Deaf Bronx Murder Suspect Wants His Confession Video Tossed

NEW YORK CITY (NewYork Post) - EXCLUSIVE - Deaf Bronx Murder Suspect Wants His Confession Video Tossed. Here's a video clip of murder suspect...

Justice is blind, but that’s no help if you’re deaf. A suspect in a Bronx murder is trying to get his videotaped confession tossed because he says he was misunderstood and confused by a sign-language interpreter.

Following a tip, cold-case investigators nabbed Gabriel Thompson, 48, in 2010 — 25 years after he allegedly stabbed and killed a man who was having an affair with Thompson’s live-in girlfriend.

Prosecutors say Thompson confessed to the murder, but he claims the cop who interpreted his answers during an interrogation ignored his request for a lawyer and misconstrued him.

Thompson says it was also not clear to him that the person asking questions during the session was actually a prosecutor trying to gather evidence to charge him with the murder of Miguel Lopez.
