Deaf Prisoner Advocacy: Lobbing The FCC For Change

HEARD interns Rita Torres & Alexandre Dubsky explain how the Community can support equal communication access for all Deaf, hard of hearing, speech impaired prisoners and their family members.



On December 28, 2012, the Federal Communications Commission (FCC) released a Notice of Proposed Rulemaking (NPRM) to address the long-standing issue of high prison telephone rates. Hearing prisoners' telephone calls can cost their family members as much as $17 for just 15 minutes of time. These excessive rates prevent families from maintaining contact with loved ones.

Deaf, hard of hearing, Deaf-Blind, speech impaired, and hearing prisoners with Deaf family members endure an even greater financial burden with respect to telephone rates due to a number of factors, including (1) telephone rates being applied evenly to TTY and regular voice phone calls, the former of which is much more time-consuming; (2) failure of prisons to install videophones and captioned telephones; (3) security measures that either prevent Deaf prisoners from calling relay operators or cause them to incur additional fees by requiring relay services; and (4) security measures that require Deaf prisoners to only place collect calls.



The FCC has requested public comments on whether prisoner phone rates should be reduced and capped and on Deaf & disabled prisoner telecommunications access. This video explains some of the inequities that persist for Deaf, signing & speech impaired prisoners and their families with regard to rates for and access to telecommunications in prison. Short Film: 'Mr Deaf'

'Mr Deaf' is a short film in english subtitles that follows a day in the life of Mr Deaf goes to doctor.



It is about man with profoundly Deaf wear like old fashion suit to shows that the film is talking in past, he went on to say the medical receptionist failed to understand that he was Deaf... Suddenly, a verbally abusive by the receptionist discriminated him and told to get his mother for sign language interpreter, as a result of his mother was Deaf too. This all smacks discrimination including discrimination against Deaf individuals.

World Deaf Surfing Championships At Oahu, Hawaii 2013

The Deaf only contest held at the Queens break which is typically a 1 to 4 foot high mushy right popular with longboarders.



Deaf competitors will be flying in from places like Israel, Brazil, Basque, Ireland, England, Uruguay with over three-fourths of the total competitors coming from the United States, Australia and Japan.



Competitors will be competing in open and age group shortboarding, longboarding and bodyboarding. There is even speculation that tandem and SUP events may be thrown in under a "free-expression" category at the last minute if there is enough interest.

As Deaf people may have a closeness with lyrics and musical styles of each artist can also add new words to their vocabulary through the subtitle system. Moreover, hearing people may associate words and signs to become familiar with this language.

A quick note about my interpretation... please remember that 'interpretation' applies to more than simply taking words from one language to the next. In the essence of "gibberish translates to gibberish" the intent, mood, and even events can change depending on context. Once the Tulgey Wood is understood to be a modern day tavern instead of a dark and scarey forest, the doors opened to a far more liberal take on the original story.
